NSF offers free CN's with seven collaborative tools.
I've written a model youth project designed to demonstrate to local adult leaders how a CN can benefit a community.

Caithness, Scotland has the best CN model I've seen listing local businesses, organizations, topical news, all in a nicely presented and functional content management system. Let me know if you've seen anything quite this nice.

The business directory in Bethel, Alaska is the most functional such listing I've seen anywhere, plus, citizen contributions of news online is well demonstrated.
