Mark Cooper [1], researcher at the Consumer Federation of America [2] edited Open Architecture as Communications Policy [3] (2004), available for distribution (Warning... the pdf is more than 450 pages!) under Creative Commons [4] license. This work compiles important documents related to the history of the Internet from a policy perspective, and Mark Cooper's chapters draw out connections in the historical development of the common law relevant to non-discriminatory common carriage principles.
